Preface
My proposal to make a strong speech on Uzbek Human Rights at Freedom House was strongly opposed by Sir Michael Jay and Simon Butt. Charles Hill of Eastern Department had the job of negotiating the text with me and,
after this pretty sharp correspondence, I largely got the speech I wanted.
