British Government Covert Anti-Russian Propaganda and the Skripal Case 342


It is worth starting by noting that a high percentage of the Integrity Initiative archive has been authenticated. The scheme has been admitted by the FCO and defended as legitimate government activity. Individual items like the minutes of the meeting with David Leask are authenticated. Not one of the documents has so far been disproven, or even denied.

Which tends to obscure some of the difficulties with the material. There is no metadata showing when each document was created, as opposed to when Anonymous made it into a PDF. Anonymous have released it in tranches and made plain there is more to come. The reason for this methodology is left obscure.

Most frustratingly, Anonymous’ comments on the releases indicate that they have vital information which is not, so far, revealed. The most important document of all appears to be a simple contact list, of a particular group within the hundreds of contacts revealed in the papers overall. This is it in full:

Tantalisingly, Anonymous describe this as a list of people who attended a meeting with the White Helmets. But there is no evidence of that in the document itself, nor does any other document released so far refer to this meeting. There is very little in the documents released so far about the White Helmets at all. But there is a huge amount about the Skripal case. With the greatest of respect to Anonymous and pending any release of further evidence, I want you to consider whether this might be a document related to the Skripal incident.

The list is headed CND gen list 2. CND is Christopher Nigel Donnelly, Director of the Institute for Statecraft and the Integrity Initiative and a very senior career Military Intelligence Officer.

The first name on the list caught my eye. Duncan Allan was the young FCO Research Analyst who, as detailed in Murder in Samarkand, appears in my Ambassadorial office in Tashkent, telling me of the FCO staff who had been left in tears by the pressure put on them to sign up to Blair’s dodgy dossier on Iraqi WMD. During the process of clearing the manuscript with the FCO, I was told (though not by him) that he denied having ever said it. It was one of a very few instances where I refused to make the changes requested to the text, because I had no doubt whatsoever of what had been said.

If Duncan did lie about having told me, it did his career no harm as he is now Deputy Head of FCO Research Analysts and, most importantly, the FCO’s lead analyst on Russia and the Former Soviet Union.

Now let us tie that in with the notorious name further down the list; Pablo Miller, the long-term MI6 handler of Sergei Skripal, who lived in Salisbury with Skripal. Miller is the man who was, within 24 hours of the Skripal attack, protected by a D(SMA) notice banning the media from mentioning him. Here Pablo Miller is actively involved, alongside serving FCO and MOD staff, in a government funded organisation whose avowed intention is to spread disinformation about Russia. The story that Miller is in an inactive retirement is immediately and spectacularly exploded.

Now look at another name on this list. Howard Body. Assistant Head of Science Support at Porton Down chemical weapon research laboratory, just six miles away from Salisbury and the Skripal attack, a role he took up in December 2017. He combines this role with Assistant Head of Strategic Analysis at MOD London. “Science Support” at Porton Down is a euphemism for political direction to the scientists – Body has no scientific qualifications.

Another element brought into this group is the state broadcaster, through Helen Boaden, the former Head of BBC News and Current Affairs.

In all there are six serving MOD staff on the list, all either in Intelligence or in PR. Intriguingly one of them, Ian Cohen, has email addresses both at the MOD and at the notoriously corrupt HSBC bank. The other FCO name besides Duncan Allan, Adam Rutland, is also on the PR side.

Zachary Harkenrider is the Political Counsellor at the US Embassy in London. There are normally at least two Political Counsellors at an Embassy this size, one of whom will normally be the CIA Head of Station. I do not know if Harkenrider is CIA but it seems highly likely.

So what do we have here? We have a programme, the Integrity Initiative, whose entire purpose is to pump out covert disinformation against Russia, through social media and news stories secretly paid for by the British government. And we have the Skripals’ MI6 handler, the BBC, Porton Down, the FCO, the MOD and the US Embassy, working together in a group under the auspices of the Integrity Initiative. The Skripal Case happened to occur shortly after a massive increase in the Integrity Initiative’s budget and activity, which itself was a small part of a British Government decision to ramp up a major information war against Russia.

I find that very interesting indeed.

UPDATE Their extremely important briefing note on the Integrity Initiative is now online, prepared to the highest standards of academic discipline. I shall be drawing on and extrapolating from it further next week.

        I don’t think people should be “giving it a rest” – Robinson is an unrepentant fascist. You are quite right that there are two sets of rules, for the working classes and the privileged elite. But that does not make Robinson any less of a fascist. Do not be tempted to lend him any support – white supremacism offers nothing other than hate and discord, even if the anti-establishment sentiment is otherwise understandable.

He said he’s neither a racist or a fascist but he likes showing off and he likes money – used to be the school weed dealer apparently.     This all only confirms the massive propaganda campaign that we are subjected to on a daily basis not only from HM government but the BBC and also other mainstream media organisations. Anyone I spot in social media now that openly attempts to discredit Russia I treat with the greatest of caution wondering if they are indeed government shills. Every year since Orwell’s book Nineteen Eighty Four should be renumbered from 1984.1 upwards. We are living in a Orwellian world and especially this country appears to be driving the agenda.

      Indeed, you have to double check everything for youself, because MSM deliberately do not do this.

    This is a strange assertion to make. A safe starting point is that its purpose is almost certainly legion. One strand is what’s being discussed (covert disinfo against Russia). Almost certainly II is involved in a multiplicity of covert disinfo and other propaganda operations. One assumes strong ties with CA and SCL Gp, Renaissance Tech, Palantir, Leave.EU, TTIP disinfo (shelved but very much there in some form), etc.

    It’s been obvious for years now that the US, the UK and other vassal states are carrying out a vicious campaign of anti-Russia propaganda. They are using all the weapons at their disposal to try and hold Russia back, stop its development and just generally disable it. None of it will work, of course, so we should expect the hatred of Russians to increase as the US/UK become increasingly desperate to halt the rise of a major power.

    Note that they are now pursuing they same tactics with China. Their aim will be to disable them as well.

      The anti Russia propaganda is to perpetuate the myth of the bogeyman and keep the sheeple afraid, Nothing like the fear of terrorist or war threat to spend more on security. Even if we could defeat and control the enemy there would me no reason to because then we wouldn’t need to borrow money to fund the obscene amounts for the industrial military complex. Of course they might just be eyeing up the natural resources of Russia.

        Russia and China are independent nations, who are implementing their own systems, money, trade etc. They are perfectly happy to ignore the US hegemon and will not fall into the Western-created world order which the Americans are desperate to keep alive.

        This is what the US is desperately fighting for. Their empire, built on the dollar and their army, is failing. If they can’t either destroy or bring Russia/China to their knees then the US as it currently exists will cease to exist.

    It was very lucky that Integrity Initiative got the money before the Skripal incident to counter all that Russian disinformation. From the Anonymous document releases the Integrity Initiative are really interested in the Skripal incident and the social media responses. No doubt they have talked about this blog, now we talk about them. No doubt there was/will be a meeting about the hacked documents.

    We all should go down the pub (not Salisbury) and have a good natter with each other 🙂

Not only do they instill fear and foreboding on a gullible public and supine MP’s, they get to pass legislation against drones, outside of encryption, the tech most feared by authoritarian states.

    There was also plenty of propaganda during the Soviet era.

    The Soviet invasion of Afghanistan in 1979 was cynically used by the Carter administration to justify its arms build-up which actually began several years previously. Efforts to ratify the SALT II nuclear weapons treaty were shelved; China and Pakistan were coddled.

    President Carter signed the notorious PD59 document which endorsed a nuclear warfighting strategy. Massive pressure was brought to bear on athletes to boycott the Moscow Olympics.

    And yet, it later emerged that the Carter administration had deliberately de-stabilised Afghanistan in order to provoke the Soviet invasion in the first place!
    This plan was the brainchild of National Security Advisor Zbigniew Brzezinski who admitted it in a Le Nouvel Observateur interview.

    The man who helped bring this, to our attention was William Blum in his book Rogue State. Sadly, Blum died recently.

    Helen Boaden was Director of Radio at the BBC, in which capacity she tried to downplay the Jimmy Savile story. Jimmy Savile was a pal of Prince Charles.

    William Bortrick is a “royal genealogist” (nice work if you can get it) and the chairman of Burke’s Peerage. He doesn’t seem to have any other lines of work. What’s he doing on the list? Reporting back to the royal family?

    Note: you know how Russian does not have the definite article and sometimes Russian speakers when writing English will leave it out? Well…whoever wrote the text credited to “Anonymous” has on a number of occasions INCLUDED it unnecessarily.

    E.g. “the UK intelligence paid its own agents for fake proof of Russia’s interference in the Catalan referendum and later told them to lie to the Parliament to convince it to take anti-Russian steps.” (my emphasis)

        One reason why the provenance of the documents is relevant is that it bears on the particular selection of documents that has been revealed. It’s not only as if some posh secret-state connected types are doing what they’re doing and someone has pulled down the curtain and revealed every last bit of it.

        Your notions of “taxpayers’ money” and “campaign against the British public” are insufficient for getting a handle on psychological warfare. It sounds as though you think the British state – or any state – could be cleaned up.

    1) Where are the direct lines of propaganda authority between BBC and MI6: head of BBC news must be taking instruction on lines to be taken, as the lines are pure propaganda.
    2) Who scoped and framed the remit of the Integrity Initiative? This is not the Free Market operating, it is Orwellian Brainwashing being shaped.
    3) Who wrote the play book for Novichok event? The whole thing was utter nonsense from start to finish, with BBC and UK MSM integral actors in it.
    4) Just when was the ‘we are in a propaganda war with Russia’ nonsense encoded into BBC policy? Who said we were, what evidence justified it and who brainwashed a supinely gullible PM to promote the arch twit Gavin Williamson to lead the Charge of the Light on Intellect Brigade?

      I remember one atlanticist secret squirrel used a weather app on his iPhone, set to a particular town it showed spooky things not precipitation.       Well, I’m not sure if hatred is the right word; perhaps merciless geopolitical malice would be a better description. I’m not just talking about the Charge of the Light Brigade and all that Florence Nightingale rubbish, but also British Empire “excursions” in countries on the periphery of Russia (as today!!!), such as Afghanistan, China and India.

      This was all condensed by the fascist colonialist geographer Halford MacKinder in his “The Geographical Pivot of History”: an article submitted by him in 1904 to the Royal Geographical Society that advances his “Heartland “Theory”” – not a hard guess as to where his ‘Heartland’ is. All this, of course was based on even earlier considerations and actions by Colonialist (ie: Global Fascist) Britain on how to maintain control of the World – that is well before the “spectre” of Bolshevism looked at all likely.

      The basis of MacKinder’s “theory” was simply and simplistically that the larger a land area then the larger the resources exploitable in that area – so the potential for the rise of an unstoppable World adversary to the ever War-like Brits.

      He revisited his considerations of all this in 1919, following, horror of horrors (to the West) the rise of Bolshevism and its likely looking eventual success and gain of control of ‘his’ Heartland. At this time he summarised his “theory”:-
      “Who rules East Europe commands the Heartland;
      who rules the Heartland commands the World-Island;
      who rules the World-Island commands the world.”

      (Mackinder, Democratic Ideals and Reality, p. 150)

      “Any power which controlled the World-Island would control well over 50% of the world’s resources. The Heartland’s size and central position made it the key to controlling the World-Island.” (wikipedia – sorry Craig 😉 )

      Another Western fascist Nicholas Spykman drew on MacKinder’s meanderings to update to his own theory : “Rimland Theory” – which in extreme precis says that control of the Heartland isn’t so much necessary as control of the Rimland – the surrounding areas, to neutralise the Heartland and its development – which in the minds of some cynical bastards such as yours truly is a pretty effective explanation of why the West has completely fucked up the Middle East, Afghanistan, the Ukraine, and tries the same with China and North Korea.

      MacKinder and Spykman are both required reading at (probably) all the Western military war colleges and for those studying geopolitics at western universities and like institutions. MacKinder is credited with being the inventor of geopolitics. Hoping he’s burning in hell.

    I am surprised how few people question the authenticity of the organisation which calls itself “Anonymous.” How does such an organisation recruit? What is to stop anyone claiming to represent Anonymous? If there ever was a genuine Anonymous I suspect that by now it has been thoroughly infiltrated. I’m certain that imposters including intelligence services have already used the anonymous label to further their own agenda.

    So who is behind these Integrity Initiative revelations? I don’t know, but cui bono? If I was in Russian intelligence and had hacked Integrity Initiative, I would want to expose the West’s anti-Russian scare strategy without seeming to validate it. Rather than admit I was hacking a Western government’s intelligence resource, I might very well choose to release the information by this “Anonymous” method.

      There hasn’t been an underground radical organisation in history acting at this level that hasn’t been infiltrated by the secret state.

      I was surprised that @Rhys of this parish thinks the idea that psychological warfare (“propaganda war” in his terms) is ongoing with Russia is “nonsense”. Such warfare is indeed ongoing.

      I wondered if Bracey-Lane may have had links to Anonymous. Gifted hackers recruited into security services that way, though not so gifted they didn’t get caught. So could be Anonymous getting payback. But yes, many falsely claim to be Anonymous. But Bracey-Lane seems a bit wet behind the ears to have vast experience in anything relevant other being some computer wiz.

    Private Eye 1486 on page 11 under the heading Hot News, Cold War says that the Integrity Initiative ,as well as being backed by £2m of government money “also relied on help from John Rendon, the US political PR supremo dubbed ” the man who sold the Iraq war” after his company,Rendon Group, was paid millions by the US government to build the Iraqui National Congress ,the supposed dissident group behind tales of weapons of mass destruction that helped launch the Iraq war.”
    If true this further undermines the II claim to be independent and impartial.

No offence to Craig but did some due diligence and cross-referenced Craig with a fair few leaked names and the vast majority of hits were of Craig naming and shaming their biased articles. Still vary wary of how narrative and feeling can be steered on here by possible bots or human aided bots or even plain old pro (paid?) regime trolls, and how Craig could be encouraged, wittingly or not, to write more on certain topics to bury others, but balancing sound reasoning and paranoia is admittedly more of a challenge recently. I’m ‘settled’ on ‘wary is sensible’.

While you are in the mood for speculation I will take the opportunity to ask you why you think the Integrity Initiative would be in contact with Browder and Kleiner?

    For Skripal aficionades, and all those who have wondered what happened to Dr Stephen Davies, the Salisbury hospital doctor who declared no chemical weapons victims had been treated, this is interesting (filed under “Documents related to the Salisbury poisonings”:

    “Roundup of coverage of Skripal case on 20 March 2018: expresses concern about how a letter to The Times on 16 March 2013 from Dr Stephen Davies (A & E consultant at Salisbury District Hospital) “is being used”. A saved copy of the GMC registration record of Dr Davies, accessed on 20 March 2018, is also included in the documents.
    Report for FCO 23 March 2018 by Chris Hernon – expresses concern that Dr Davies’s letter “is still getting play”. Hernon also comments that ‘The line about the Skripals probably having limited mental capacity after the attack seems to have got good traction’. This links to a Reuters report of the judgement in the Court of Protection in which the judge noted that

    The precise effect of their exposure on their long term health remains unclear albeit medical tests indicate that their mental capacity might be compromised to an unknown and so far unascertained degree.”
