Nonsense Drones and Novichok 382

Europe urgently needs to re-establish access to Russian oil and gas. Gas prices are high – as all UK energy consumers know – and German gas storage is at a record low for September. Gulf production is degraded, supplies are cut off and its long-term strategic stability undermined.

German manufacturing already suffered a 9.5% production loss from 2022 to 2026 following the Russian gas shutdown, with the loss in energy-intensive manufacturing (inc petrochemicals, chemicals, metals, glass/ceramics/stone, paper, mineral oil etc.) at 15.2%.

Western Europe can regain access to Russian hydrocarbons either by accepting a negotiated peace in Ukraine, or by attempting regime change in Russia. The political class in Europe have evidently decided to go all out for regime change.

It would of course be much easier, and much safer, to settle the Ukrainian conflict. We can identify the following reasons the European political “elite” is not taking that path:

  • Loss of face and political capital by in situ leaders who have gone all in for conflict with Russia – von der Leyen, Kallas, Merz, Rutte, Stubb etc
  • Generational family and national hatred of Russia by those wanting to reverse World War II in Eastern Europe – von der Leyen, Kallas, Merz, Stubb etc
  • Deep common interests between the political personnel and the military-industrial complex

Note that none of these motives has anything to do with the welfare of their people, and still less “democracy.” I find it very hard to think of any occasion when a drive towards war had such little foundation.

Consider this. The United Kingdom, like many Western countries, is openly supplying the Ukraine with long-range missiles, manufacturing plans for long-range missiles, and personnel to service them, in the full knowledge that Ukraine is using those missiles in an attempt to devastate civilian infrastructure deep within Russia, killing many Russian civilians in the process.

Yet we are repeatedly told by both politicians and the media that Russia is the threat to the UK, when very plainly it is the opposite which is the truth. Until this year, Russia had in three hundred years of history never had any plans to invade or occupy the UK – while the UK invaded Russia in 1854 and 1917. I presume the Russians are currently working on defensive plans against the UK, given the disgraceful warmongering of our government.

The notion that the boundaries of a Ukrainian state, which had never existed in history until 1991, are so sacrosanct they cannot be adjusted to avoid World War III, is mad. They were only ever internal Soviet boundaries. Ukrainian is a new nationality, but the Ukrainians are entitled to a state if they wish one. What they are not entitled to do is insist on the old Soviet boundary, when they have:

  • closed Russian schools, universities, bookshops, theatres, cinemas, libraries, kindergartens, banks and churches
  • banned the Socialist Party, Communist Party, Left Party, eleven other parties and eight trade unions
  • continued the systematic glorification of Nazi and genocidal figures from Ukraine’s past – alienating Poland in the process.

The notion that nuclear war should be fought over who is Mayor of Lugansk has so little public support that Russophobia is being assiduously stoked by Western governments and the EU itself. The latest episode is the extraordinarily thin gruel of the “Leipzig airport attack” story. Yesterday we had the most incredible release of coordinated statements by Western European leaders all telling us that the evidence is plain of a “hybrid attack” by Russia.

All accompanied by no evidence whatsoever.

The German state of course has history with this sort of false flag. On the night of 31 August/1 September 1939 it staged false flag attacks by Polish forces on the German border post at Gliwice (Gleiwitz), and a couple of other locations. Murdered corpses of political prisoners were dressed in Polish uniforms and spread around. A radio broadcast was transmitted in Polish. This “attack” was the justification for the German invasion of Poland the next day.

Now the “Russian attack” on Leipzig Halle airport was on 4 August, and yet the carefully coordinated attribution to Russia, with identical statements from all western European powers, was not launched until 1 September. I have seen it suggested that this was deliberately on the anniversary of Gliwice. That seems to me unlikely, and yet not to have at least avoided the date of perhaps the most famous false flag in history – by the same state – is very curious, when the date was so obviously voluntary for an attack that occurred four weeks before.

If you reject the warmongers’ logic for a moment, the actual scandal is that there were Ukrainian aircraft in Leipzig stacked with German weapons to kill Russians, not that an amateur toy drone allegedly tried to stop them.

To be told that this is a Russian attack by precisely the same set of goons who lied to us that it was Russia that blew up the Nord Stream gas pipeline, is testing not just the gullibility of the public, but its patience.

In the UK the purveyors of Russophobia – including government ministers – fall back repeatedly on the farcical “Russian novichok on Salisbury” story to explain why we should prepare for war with Russia.

Nobody has ever even pretended to answer the dissection of the official line I published in my article Pure – Ten Points I Just Don’t Believe. I am now able to add a further point I was not aware of at the time, thanks to Tim Norman and his coverage of the Sturgess Inquiry. The use of a judicial inquiry to determine official cause of death, rather than a coroner’s court which exists for that specific purpose, is almost always a sign of a government cover-up – see also the Hutton Inquiry and the murder of David Kelly.

But one thing the inquiry did receive was the toxicology report on Dawn Sturgess from the NHS central toxicology lab in Birmingham. This is what it found in Dawn Sturgess’ blood.

It is worth noting that fentanyl was also found, but this was removed from this list presented to the inquiry as she had been given fentanyl in hospital. That does not, of course, mean there was, or was not, already fentanyl in her bloodstream. But what you do have for sure is cocaine, plus a synthetic opioid given by the NHS to heroin addicts, plus gin and tonic, plus two different antidepressants, plus sleeping tablets.

What you don’t have is novichok. The idea that the NHS central toxicology lab cannot detect organophosphate poisoning, or was not testing for it in the blood of someone in Salisbury when the entire media was already screaming novichok, is arrant nonsense.

Only the Ministry of Defence laboratory at Porton Down claimed to find novichok – and controlled the samples which the OPCW (an equally corrupt institution) got.

Dawn Sturgess was a frail, known long-term drug addict. The combination in her bloodstream could kill anybody – of course depending on the quantities. The astonishing thing is that the pathologist at the inquiry stated he had been given no quantities or concentrations for these substances. He was therefore in no position to say they did not kill her.

This is incredible. There is no such thing as a toxicology report which does not quantify concentrations. Otherwise the information is clinically meaningless. I have spoken with three doctors, two nurses and a senior NHS administrator. All say it is impossible the toxicology report came without quantification. I assume the pathologist was not lying; so they must have been deliberately deleted. Only government can do that, and the obvious motive is to cover up the actual cause of death.

Let us face it: from that list of substances in her blood the actual cause of death is extremely obvious.

The great structural weakness of the inquiry was that nobody had the job of scepticism about the official story. The only non-governmental representative was Michael Mansfield, who represented Dawn Sturgess’ family, and his brief was to argue that Dawn Sturgess was not a drug addict. That – I am sorry to say, completely untrue – version of events fitted the story which both the government and Sturgess’s family wished to be put forward.

I am genuinely upset to have to relate unpleasant things about a dead woman who was a victim of circumstance in her life, in order to tell the truth, but you don’t get cocaine and buprenorphine in your blood by accident. We therefore had the farce of the police apologising at the inquiry for having called Dawn Sturgess a drug addict.

So we have alleged novichok in Salisbury which killed nobody, and an explosive drone, or possibly two, in Leipzig which did not explode. To counter this massive threat, we need to push an entire continent to nuclear war. As a first step, we need to cut health and social spending to give trillions more to arms manufacturers, and prepare our children for conscription, to die on the battlefield.

Maybe the below is why we are not getting accurate figures on the Titin base attack casualty numbers.

“Do you know how the U.S. hides its casualties?

An anonymous source connected to Warhorse Magazine told us that wounded U.S. troops are flown to hospitals in Germany, where soldiers and doctors are reportedly required to sign NDAs.”

  • Jack

Much ado about nothing, it might be a false-flag – it might be Russia and if it is who could really blame them? Germany provide Ukraine with heavy weapons that kill and maim russians but the same germans get panic if just a primitive puny drone is spotted over an airport? Laughable but it also show how deluded the Western elite really is, they obviously do not realize that what they do against Russia is basically acts of war, the West are very much an active part in the war in Ukraine.

Only Bulgaria showed off some common sense on the matter:
Bulgaria’s PM: “Isn’t it a reckless act for leading European countries to send their long-range weapons to attack thousands of kilometers deep into Russian territory, with weapons manufactured in Europe, using information from Europe and instructors from Europe? Isn’t that also reckless?” Radev asked.

      Jack.

      This point keeps coming up.

Supplying weapons to one or both sides in a conflict doesn’t make the supplier party to the conflict.

The USSR supplied weapons to the North Vietnamese, the USA supplied weapons to the Taliban and of course the USA supplied weapons to England in WW2.

None of the above was regarded as a casual belli.

      • Bayard

“The USSR supplied weapons to the North Vietnamese, the USA supplied weapons to the Taliban and of course the USA supplied weapons to England in WW2.

None of the above was regarded as a casual belli.”

There was and is a crucial difference, which you seem to be avoiding. All of those weapons could be used without further involvement of the donor country. This is not true of the long-range weapons supplied to Ukraine. If you are selling guns, fine, a reprehensible trade, but a very old one, probably even older than prostitution. If you are selling guns that need your involvement to make them work then what’s the difference between that and operating them yourself? You are the vital link in the chain that makes them work, therefore you are a combatant.

It’s “casus belli”, BTW. A casual belli is what you see if you spot a fat man on a beach.

Touché on the “casus belli” typo, predictive text…

One example; the Stinger man portable anti helicopter missile launchers given to the Taliban by the USA for use against the USSR occupiers of Afghanistan needed trainers to get the “goat f***ers” up to speed.

Your “crucial difference” is weak and argumentative.

Both sides in the Cold War supplied weapons and trainers to the insurgents that they supported.

Noone ever claimed that the presence of trainers on the contested territory (in this case Ukraine) made the supplier of the weapons and training a combatant.

Taknkies see any injury to Russia, even inflicted by its victims, as a Bad Thing.. Sucks to be a tankie.

        • Pears Morgaine

Russia supplied fighter aircraft and ground to air missiles to North Vietnam which would’ve required ongoing training of crews and maintenance staff. Likewise during WW2 the US supplied the UK with ships and aircraft which would’ve required some ongoing support in terms of operational and maintenance crews. The UK and US supplied aircraft and what for the time, were sophisticated radar sets to the USSR.

          • SA

Targeting, information technology and starlink relays are all integral parts of achieving the effect of killing Russians by the otherwise useless weapons. That is very different from training and maintenance of weapons and is active participation.

          • Attila

Apparently who is mayor of Lugansk is so important for Putin he was prepared to start a war.
            1,500,000 (estimated) casualties and counting.

      • Jack

        JK redux

It is not only weapons as such it is also active participants on the ground in terms of military advisors from the West helping and pinpointing which targets in Russia that Ukraine should hit, the Ukrainian government in in itself is almost wholly funded by by the West as such. There is no denial that the West is an active participant in this war.

So the UK/US invaded Iraq in 2003. Lets say Russia funded and armed Iraq with the most heavy of weapons and provided Saddam on the ground with critical intelligence on where to strike to cause the biggest harm to US/UK troops. Surely no one would see Russia as a neutral part in that scenario.

  • Mark Gates

The biggest general political problem to emerge from the current Russia Ukraine conflict is probably the breach of the 1994 Budapest Memorandum. When Ukraine gave up several thousand nuclear warheads, many built and maintained by Ukrainians themselves in return for the “guarantee” of its borders as at 1991 its fate was sealed then and there. My oh my how Ukraine was betrayed by all of the permanent members of the UN Security Council. Not one ‘official’ Russian boot would have invaded Crimea let alone the Donbas had Ukraine retained even a modicum of its nuclear weapons. Talk of Russia maintaining any form of control over all of its weapons in Ukraine is nonsense and the versatility of Ukrainian engineering during the current war speaks for itself. This will probably go down in history (if there is any) as the permanent end of nuclear disarmament.

      • Mark Gates

My point is: Ukraine keep nuclear weapons, Ukraine not get invaded. By anyone. I don’t doubt inappropriate USA interference. The USA, via multinational companies and the ‘CLOUD’ Act 2018, is up to its fun and games in Scotland right now. The newly announced Scottish Government public services reorganisation, ostensibly intended to ‘save money’, is dissociating the Government from the faults of its public bodies, not least the dark deals at Cowglen Hospital and now the Yorkhill hospitals site (‘on the market’) leaving us with major Glasgow hospitals, including children’s literally and contiguously surrounded by every form of raw human associated excrement. The reorganisation is perhaps also a cover for the introduction of dystopian IT systems (hardware/AI and software) provided by rapacious multinational (mainly US) companies in the face of a naive government. Consolidation of services is directly associated with the centralisation of all our personal data, starting with health records, for curation by whoever is really running Scotland, including the USA. An environment in which public service provision has and will continue to be plundered and profitable deals made at the expense of the freedom, health and even lives of ordinary Scottish citizens. It becomes easy to see why the likes of Reform UK Scotland and Restore Britain are well funded and waiting in the wings. Victoria Nuland and $5billion? Tip of the iceberg.

        • Robert Hughes

‘…… is dissociating the Government from the faults of its public bodies, not least the dark deals at Cowglen Hospital and now the Yorkhill hospitals site (‘on the market’) leaving us with major Glasgow hospitals, including children’s literally and contiguously surrounded by every form of raw human associated excrement ‘

Would you mind saying a bit more about this, Mark? Suffice to say, I’ve seen nothing about it, granted, I don’t watch/read MSM, so may have missed reference to it – though I doubt it: the * Scottish * Press is a sad joke ( whereas the English Press is a bad joke ) and is allergic to anything even mildly Investigative. Not seen anything about it online either

          * my eye was caught by the reference to Cowglen Hospital: I grew-up nearby, and went to Sec School even nearer – St Robert Bellarmine

“My point is: Ukraine keep nuclear weapons, Ukraine not get invaded. ”

Ukraine was never going to keep those nukes. The US was 100% sure of that. Do you really think that the current nuclear-armed countries were going to let Ukraine, the most corrupt country in Europe, join their number? You forget that before 2014, Ukraine was friendly to Russia. The US’s views about countries not completely in its orbit having nukes is amply demonstrated by their latest bit of aggression against Iran.

          • David Warriston

Exactly. And the RF took on the debts of the ‘sovereign’ Ukraine as part of that nuclear exchange.

Any source for the claim that “the RF took on the debts of the ‘sovereign’ Ukraine”?

            Thanks.

          • Yuri K

JK Redux: “The Zero Sum Agreement” between Russia and Ukraine, signed Dec 9th, 1994. Russia took upon all foreign debt of USSR, in return Russia got all foreign assets and the outstanding debts of other countries to USSR.

          • Pears Morgaine

The ‘Zero Sum’ agreement was a treaty agreed between Russia and all the other members of the former USSR. The flip side to taking on the debt was that all financial and physical assets in member states that previously belonged to the USSR would be transferred to Russia. Ukraine never ratified the treaty.

        • pretzelattack

so what you are saying is, if Ukraine had had nukes the US would not have instigated and over seen a US takeover of the country in 2014 . interesting take, but i fear the influential neonazi contingent in Ukraine could never have trusted with them, especially after Ukraine stole Crimea from the right owners in the early 90’s.

of course after the nazis took over Russia could not tolerate the US takeover for long, which made the SMO in 2022 inevitable.

        • Setgey

If Ukraine kept the nukes, they would sell those in no time all around the world. An then it would be invaded from all directions by multinational frces lead by US.

    • Yuri K

The biggest problem here is your arrogance. 1st, Ukraine had no control of the Soviet nukes. 2nd, the 1994 Budapest Memorandum completely matched Declaration of Independence of Ukraine of 1990, that stated that Ukraine will be a non-nuclear and neutral state, not-affiliated with any military blocks.

      • Pears Morgaine

Regardless of that Russia undertook to respect Ukraine’s borders as they were in 1991, to refrain from the threat or use of force and economic coercion against the territorial integrity or political independence of the signatories (Belarus and Kazakhstan were party to the agreement too).

So far Putin’s feeble excuse for breaking the agreement is that ‘Ukraine is a different country to the one that signed’!

        • pretzelattack

it wasn’t even a sovereign country anymore; the US took over and used it as a tool Ukraine certainly didn’tg respect borders whenit annexed Crimea, which also wanted to become a sovereign county.

The people of England should be dragging this treacherous cnut out of office.

New PM Andy Burnham is sending a MQ-9 Protector drone over Jordan close to daily from RAF Akrotiri on Cyprus

    The MQ-9 is weaponised

For past two days, it has been circling for hours over a specific area 50 miles east of Amman — near the town of Azraq, which is home to the Muwaffaq Salti Air Base

Is it collecting intelligence for the genocidal Israeli military as the RAF did over Gaza for 2 years? That programme also operated from RAF Akrotir

At least ten military flights have left RAF bases for Israel since Andy Burnham became prime minister, despite Israel’s ongoing genocide in Gaza and escalating attacks in the West Bank, flight data shows.

The flights, first reported on by independent journalist Matt Kennard, include an Airbus A400M Atlas that departed RAF Akritori in Cyprus and landed in Tel Aviv on 26 August.

The A400M is a transport plane that can carry up to 37 tonnes of cargo or 166 people, according to the RAF’s website.

The plane is capable of carrying up to six Land Rovers or a patriot missile system, according to Machine Design. It can also carry helicopters.

The Ministry of Defence told the National that the flight from Akrotiri was to resupply embassy staff, but did not comment on flights from RAF bases in the UK.

Eight flights by Stratotanker refuelling aircraft departed for Israel from RAF Mildenhall in Suffolk between 24 July – four days after Burnham entered No 10 – and 26 August.

On 11 August, a Boeing C-17 transport plane operated by the US military left RAF Lakenheath in Suffolk for Israel.

In the months following 7 October 2023, the UK flew 60 aircraft to Israel, Kennard revealed in a @declassifiedUK article in May 2024. The UK also conducted hundreds of spy flights of Gaza.

Burnham has also granted US president Donald Trump permission to use British bases for his illegal attacks against Iran.

Before becoming prime minister, he said he was “sorry” for the way Labour had handled Israel’s attacks on Gaza, but refused to acknowledge that it is a genocide. He has so far not departed from the party’s policy of allowing arms exports to and military support for the apartheid state”

This is how the UK Foreign Office / MI6 use the Skripal / Navalny phantasies to stoke up their economic and propaganda war against Russia. This is recent, July 2026.
Note this was published just before a NATO meeting. I doubt if the sanctioned individuals or their organisations. Epibatidine is of course the drug derived from the famous Ecuadorian frog – USA discovery – and now synthesised and produced or researched around the world. Note also the highly value laden language a stock in trade of these sanctions notices and reports.
    FCDO https://www.gov.uk/government/news/uk-sanctions-russians-developing-chemical-weapons-used-to-kill-alexei-navalny-and-dawn-sturgess
“The UK is sanctioning Russian actors involved in the research, development and production of the deadly Novichok nerve agents and the lethal toxin Epibatidine used in the poisoning of Alexei Navalny and Dawn Sturgess.
After exposing Navalny’s death in 2024, the UK is shining a light on Russia’s heinous violation of the Chemical Weapons Convention, urging Russia to stop this deadly activity.
Ahead of the NATO Summit in Ankara, the UK continues to expose and deter Russia’s barbaric use of chemical weapons both on and off the battlefield.
Seven individuals and two leading scientific research institutes involved in Russia’s barbaric, undeclared and illegal chemical weapons programme have today [6 July] been sanctioned by the UK. The UK’s action targets those involved in developing the deadly toxin Epibatidine and Novichok nerve agents used to poison Russian opposition activist Alexei Navalny and British national Dawn Sturgess.
These new measures directly hit two leading scientific research centres and key individuals involved in the development and production of toxic chemicals for purposes prohibited under the Chemical Weapons Convention”.

I don’t for a second doubt that there have been and are ongoing ghastly behaviours in the Donbas. Almost certainly made worse rather than better by Russia prior to the illegal 2022 invasion. Russia invading other countries to “support” Russian-speaking populations has become a gruesome trope with Moldova and Estonia next in line if there is insufficient Western resistance (not that I think the West is any better!). The third largest nuclear power in the world – Ukraine – surrendered all of its thousands of nuclear weapons and warheads, many of which it made and maintained itself. The only country to do so other than South Africa (can’t remember, was it nine basic warheads S.A?). And look where that got them! Even Bill Clinton said “I feel a personal stake because I got them [Ukraine] to agree to give up their nuclear weapons. And none of them believes that Russia would have pulled this stunt if Ukraine still had their weapons.” It’s not as though Russia has a great track record. Near wipeout of indigenous Siberians: Kamchadals, Mansi / Voguls, Chukchi, Koryaks, Yukaghirs, Itelmens, Aleuts, Sakha/Yakuts, Yukaghirs…the count is endless (similar to US wipeout of native populations). Currently male Buryats and the males of other indigenous populations via selective recruitment for the Ukraine war. Expelled the Tatars from their land of Crimea. Genocide against the Circassians (Sochi and the other side of the Kerch bridge would have been in Circassia) arguably worse than the Armenian Genocide barely fifty years later. The destruction of Poland (at least twice). The treaty of Rapallo (1922) enabled the rearmament of Germany after WW1…in German factories in Russia! No Rapallo no Barbarossa! (A simplification, but still…). The Molotov–Ribbentrop Pact (secret protocol) ‘gave’ Russia: Finland, Estonia, Latvia, Eastern Poland and subsequently Bessarabia (~Moldova) and Lithuania. Finland must be the most hard-done-to country in the WW2 settlements. In more recent times the occupation of Transnistria, separating Abkhazia from Georgia then later invasion of Georgia, slaughters in Chechnya and the utter destruction of the city of Grozny (in 2003 the UN declared that Grozny was “the most destroyed city on Earth”) and the invasion of Syria. Maybe others will fill in the atrocities I have omitted. Yep, give Russia its ill-gotten gains in Ukraine and everything will be fine! It never intended to invade anybody!

    • David Warriston

What you call Ukraine’s ‘nuclear surrender’ was largely agreed upon in the 1993 Massandra Accords. Ukraine was not the only former Soviet region to be involved in handing over nuclear material in exchage for the RF taking on its debt.
At that time the population of Ukraine, one of the most prosperous regions in the former USSR, was around 50 million. By 2022 it had already declined to around 30 million, since when it has lost an estimated 6 million through emigration and war. Rapprochment with the West, an entitiy which had the Ukrainian people in its military sights for half of my life, has come at a cost.

    • Yuri K

You voiced the usual bunch of russophobic narratives which can all be rebutted w/o much effort.

” Russia invading other countries to “support” Russian-speaking populations has become a gruesome trope”? How about violation of the rights of Russian minorities in the former Soviet republics becoming a gruesome trope?

” separating Abkhazia from Georgia…” when NATO separates Kosovo from Serbia, this is an act of humanism; when Russia separates Abkhazia from Georgia, this is “different”, of course.

” slaughters in Chechnya and the utter destruction of the city of Grozny…” How about the US and NATO “War on Terror” in which estimated 900,000 people died, most of whom had no relation neither to 9-11 attack nor to terrorism in general?

      And so on.

  • Stevie Boy

Just read this from John Helmer.
‘Photographs published in the German media, then republished in the press of the NATO allies, of an explosive device allegedly planted by Russian agents at Leipzig airport last month “do not correspond to what airport employees initially saw at the scene…the drone itself was a small, inexpensive consumer device intended primarily for photography and video recording.”
As a result, there are two fundamentally different versions of what happened.
The public version involves the discovery of a potentially dangerous unmanned aerial vehicle and the subsequent response by emergency services.
The airport employee’s version is that an ordinary small civilian drone appeared on the airport grounds, that an employee brought it down himself, and that this was followed almost immediately by a response from law-enforcement agencies and the media that, in terms of its scale, appeared unusually well prepared in advance. ‘
    https://johnhelmer.net/the-leipzig-airport-drone-incident-newly-published-source-account/

And closer to home, that ‘demonstration’ in Dover looked suspect with the balaclavas, the police not even trying to unmask such sinister-looking individuals, and no one seeming to make basic checks of the CCTV coverage of where they started their journeys… Simultaneously, the media suggest it is intolerant locals or Reform supporters, with no firm evidence of either. The masks, the authorities looking the other way, and the lack of individual details in the media always seems to be a giveaway there is official involvement or knowledge in some form for these stunts (or worse, sadly).

The Light Touch policing was described as ‘highly professional’ by one police spokesman. Another claimed, presumably with a straight face, that the demonstrations were ‘spontaneous.’ A Labour spokesperson said the balaclava crew had ‘legitimate concerns.’

So indeed, not quite the ‘enemy within’ that striking miners were back in 1984.

US deploys space weaponry, in another step towards war.

Surely, U.S. politicians and the U.S. public have a right to know what space weaponry is circling above them ; otherwise conspiracy theorists will have a field day speculating about satellite (directed energy weapons) microwaves cooking Trump’s critics at home and abroad etc. Does anyone trust the Trump admin to behave responsibly? It’ll fan paranoia in the US. What is the intended use-case scenario, what protocols or safeguards are in place?

And assuming these are solar-powered(limited) won’t this encourage the likes of Russia and China to revive and launch Soviet-era style nuclear-powered satellites(vastly more capable than solar). The Soviet Union operated nuclear-powered satellites primarily for military radar ocean reconnaissance (known as RORSATs) during the Cold War.
