Gould-Werritty: the Continuing Cover-Up 42


Evidence continues to mount that, rather than simply pursuing commercial interests with then Defence Secretary Liam Fox, Adam Werritty was involved centrally in working with the British and Israeli intelligence services to try to engineer war against Iran. His official contact in all this was Matthew Gould, now British Ambassador to Israel.

Gould met with Werritty on 8 September 2009. At the time, Gould was Principal Private Secretary to then Secretary of State David Miliband. It is very unusual indeed for the Private Secretary to hold policy or lobbying meetings with outsiders in this way. Still more extraordinarily, nine months later, on 16 June 2010, Gould met with Werritty again, now as Private Secretary to current Secretary of State William Hague.

A Private Secretary only acts directly for his minister – the Private Secretary has no other role. For a Private Secretary to meet a lobbyist on behalf of two different Secretaries of State from opposing political parties is so very strange as to be almost inexplicable.

The government is extremely set on hiding what was happening. The existence of these meetings was revealed in the 22 December 2011 FCO reply to my Freedom of Information request.

Thank you for your email of 24 November 2011 asking for “all communications in either direction ever made between Matthew Gould and Adam Werritty, specifically including communications made outside government systems”. I am writing to confirm that we have now completed the search for the information which you requested.

I can confirm that the FCO does hold some information relevant to your request.

There are entries in diaries indicating that there were two meetings at which Mathew Gould and Mr Werritty were both present while he was serving as Principal Private Secretary to the Foreign Secretary on 8 September 2009 and 16 June 2010.

Since Mr Gould was appointed as HM Ambassador to Israel on 11 September 2010 there were three further instances on 1 and 27 September 2010 in London and a dinner on 6 February 2011 in Tel Aviv. The meeting on 1 September and the dinner on 6 September are already matters of public record as they are included in the report by the Cabinet Secretary “Allegations against Rt Hon Dr Liam Fox MP” published on 18 October 2011. Mr Gould attended the Herzliya Conference in his official capacity. Mr Werritty was also a participant. This is already a matter of public record.

The FCO holds no information relating to written communication (either electronic or mail) between Matthew Gould and Adam Werritty at any point.

The strange thing about this, is that normally in response to a Freedom of Information request you are given documents, not just told about them. In fact, that is a specific entitlement under the Freedom of Information Act.

I therefore replied on 23 December:

It is a very simple request indeed – copies of two diary entries. But the FCO is extremely anxious not to give them out. FCO Legal Advisers were consulted and said that, under the FOI Act, the FCO was legally obliged to release them. The FCO has now gone to the Justice Department and Treasury Solicitors looking for a different answer. I have this from a sympathetic source in FCO Legal Advisers (which is a large department, and miffed to be overruled in this way).

My source has not told me what the diary entries say, but has said it appears that these meetings between Werritty and Gould were taking place without the knowledge of other FCO officials. That opens up one particularly interesting possibility. The Secretary of State at the FCO is the head not just of the Foreign and Commonwealth Office but also of MI6. His Principal Private Secretary is his right hand man for both roles. Was Gould therefore meeting Werritty on behalf of first Miliband and then Hague, with the MI6 hat on rather than the FCO hat on? The diary entries may give that away, particularly if they list the other participants in the meetings – or if they were held in Vauxhall Cross.

It is also worth reflecting whether other ministers or others in the Labour Party generally knew what Miliband was up to with Werritty. This is a particularly apt question given David Miliband’s New Statesman article today arguing that New Labour needs to move further to the right and be more big business-friendly.

There is still a very great deal which the FCO is holding back. In particular, we do not know if the eight Gould/Werritty meetings of which we now know, constitute the whole number, or if there are more. See for example this answer to a Parliamentary Question from Caroline Lucas MP:

The extraordinary thing is that Matthew Gould remains an employee of the Foreign and Commonwealth Office, but it is plain from these replies that the FCO have not taken the simple step of asking him how often he met Werritty and what communication there was between them. The FCO has instead limited itself to releasing either to me or indeed to parliament only that information which they were legally obliged to release because it was written down in an official FCO document.

It is a simply astonishing fact that, of the eight meetings between Gould and Werritty we do know of, not one was minuted or recorded or resulted in any correspondence. For anybody who knows the FCO’s insistence on recording all non internal meetings, it is simply not believable that eight meetings can be held and not a single word recorded. The only possible explanation is a deliberate and active policy of concealing what was happening.

Remember, if Gould had not made the mistake of noting some of these appointments in his official diary, we would never have been told that these meetings happened at all. How many other meetings with Werritty did Gould not put a reminder for in his official diary? We just do not know.

All this is a part of what seems to be a major policy of keeping from democratic scrutiny the activities of officials in dealing with the political classes’ most shady financiers. See for example the refusal to answer this question from yet another parliamentarian, Kevan Jones:

Miss Chloe Smith: Treasury Ministers and officials have meetings with a wide variety of organisations and individuals in the public and private sectors as part of the process of policy development and delivery. As was the case with previous Administrations, it is not the Government’s practice to provide details of all such meetings.
A list of ministerial meetings with external organisations is published quarterly on the HM Treasury website.

Jones has listed a choice set of complete villains: we are not allowed to know of officials’ dealings with them. I have long argued that there is little point in a parliament dominated by three neo-con parties. But where even MPs are not allowed information about what taxpayer-funded officials are doing, I really wonder how MPs can put up with this charade and maintain any sense of decency and self-respect. The expenses help, no doubt.

Tension over Iran continues to be stoked for the next neo-con war. Werritty’s role as a go-between with MI6, Mossad and Iranian pro-Shah groups came briefly into view as a result of what the press thought was a ministerial gay scandal, but government and a complicit media and opposition have sought to bury it as quickly as possible, before the real truth is revealed. I am not going to let that happen.

The investigation continues. Do not get your news from TV or newspapers – only on little blogs like this is there any chance of catching a glimpse beneath the propaganda story.

Meetings are not minuted because the things discussed would be considered too dangerous if they ever found their way into the public domain. Those meetings which have been minuted will not be released if they incriminate the main perpetrators. Fox and Werritty have gone, but they have not disappeared from the face of the earth, and one day Fox, at least, is likely to be back.

    Because these pressure-groups, shall we call them, cross all parties the Zionist/Masonic/Neo-con hierarchy will still be there whichever political party is in power. It works on a ‘jobs for the boys’ principle. Those rewarded with an influential job are perpetually reminded of their indebtedness to those who put them their, and their governmental decisions are made accordingly. It is why a good M.P. Paul Flynn was forced to apologise for telling the truth, as you mentioned in an earlier post. Without a total revision of how electoral colleges are run there will be no change – ever. Sadly, I see no solution. But thank you for your doggedness.

    This all makes for a rivetting film a la Syriana, Clooney would have his fingernails ripped out to get his hands on a stcript like this, you could not make it up.
    So where is Adam Werritty? And did he already have contact with Gould when he was in Teheran? In the old days one would put a bounty out for evidence of his tedious life form? Or hire a private dick to find him? would be nice to have some contingency funds for investigative sorties.

    Would it be possible that there are other, much older links between Werrity and Gould, common time at schools, same holiday destinations, scout group, club membership, course attended, TA,junior officer corps? Could one assume that A.W. was already MI6 when you were serving during the Gulf crisis Craig?

    Well done, Craig. This type of deep forensic analysis seems to be right up your street. It is odd though that someone with your limited resources, essentially a private individual, has to do this kind of digging, rather than a national newspaper.

    As you rightly say, we’re ruled by three neo-con parties of the right, democracy without an effective opposition is bad enough, but democracy in what ammounts to a one-party state is even worse! Roll on independence for Scotland, yes, you’ve pulled me over to your way of thinking.

    I believe I’m correct in thinking that the managing editors of all the major media outlets meet on a fairly regular basis with representatives of the Security Services who ‘orientate’ them. Clearly as we are moving hastily to war with Iran, any story that links the UK with Israel in a scandal and the planning for war, isn’t something the UK government wants to see dragged out into the public domain at this stage, as, arguably, national security is involved, or perhaps that should be national secrecy?

    Ok so you smell a rat, but maybe the wrong rat.
    Nato needs to strengthen Iran before it leaves Afghanistan.
    It needs Iran to participate in the rounding up and ethnic cleansing process of exiting Afghanistan. An adversary has to be feared, both for its military power and for its deviousness and ruthlessness.
    We in Europe do not have the sense of urgency that Israel has about US forces leaving. The function of the Fox Werrity Gould meetings was to discuss how to give Iran a great deal more firepower, to reassure Israel, than it could admit to be doing.
    Hence the secrecy. Werrity is a broker for the vast orders for arms to be placed at Iran’s disposal, and Fox is the broker for the policy of helping Iran. There is no question about who benefits from the filthy lucre of the arms deals. In today’s political world they are all at it, New Labour, Tories, all the same. All that matters to them is that the policy is not discovered by you and me while we are being financially squeezed.

No mercy was shown to three-month-old Hadas, her two brothers (aged four and 11) and their parents. The scene of the crime, including the severed head of a toddler, left even the most experienced of police officers devastated. The duo proudly confessed to their killings, and they have shown no subsequent remorse.

    Between 2000-04, 292 minors took part in terrorist activities. Shocking images of Palestinian infants dressed in explosive vests are only the tip of the hate industry that Palestinian children are exposed to. Ismail Tsabaj, 12, Azi Mostafa, 13, and Yousuf Basam, 14, were sent by Hamas on a mission chillingly similar to the one involving the Fogels, aiming to penetrate a Jewish home at night and slaughter a family in their beds. In this case, the IDF fortunately stopped them in time.

    Of the detainees, you report dismissively that “most are accused of throwing stones at soldiers or settlers”, showing a bewildering disregard for this crime. Judah Shoham never reached the age of many of these minors, as he was killed by Palestinians throwing stones, aged just five months. Similarly, Jonathan Palmer never reached his second birthday; he was killed with his father when stones were hurled at their car last October.

    Gerard Horton, of Defence for Children International, tells your reporter: “We’re not saying offences aren’t committed – we’re saying children have legal rights.” Israel is in complete agreement. In the face of ever younger minors committing ever greater numbers of crimes, its efforts to maintain and even increase legal protections are impressive. When a minor involved in terrorist activity is arrested, the law is clear: no torture or humiliation is permitted, nor is solitary confinement in order to induce a confession – which challenges the veracity of the accounts in your article.

    Furthermore, a special juvenile court has been established to guarantee professional care for minors in detention. The above and other measures have succeeded in making legal proceedings easier for minors, and have almost halved their duration.

    In the few days since the article was published, two minors (aged 16 and 17) shot at passing Israeli cars in the street. This was not the first crime these two had been involved in, having previously used firebombs as a weapon against Israelis.

    It would be our wish that no minor would ever find themselves in Israeli custody. Unfortunately, we have to deal with the reality, not our dreams.

    Brilliant and don’t let go. I’ve always thought Chloe Smith worked for the intelligence services and said at the time of Norwich election that the election had been fixed.

    You’ll find that at the bottom of all this that the intelligence services work for and are accountable to the real power behind the scenes possibly a core unit of the Privy Council, who pursue a secret foreign policy and hold a vast portfolio of financial interests and resources.

    It seems to me that with a market for terrorists, similar to the market for torture which Craig has described, almost anyone can work for the intelligence services if they have an axe to grind against a truth-seeker. Even, in my experience, if they are what the establishment would normally classify as an Islamic terrorist who keeps their mouth shut about UK foreign policy while living on benefits in this country. The ex-Ambassador is stitched up when he stands for parliament because he dares to criticise UK policy.
    The surest evidence there can be that the policy is active and alive.

    During the course of a long correspondence, the BBC’s head of editorial standards for audio and music, Paul Smith, wrote that the show’s producer “did not edit out the word ‘Palestine’ because it was offensive — referencing Palestine is fine, but implying that it is not free is the contentious issue”.

    Thanks for that enlightening link to Dolgov, Mary, it once again shows that NATO has morphed into an Attack dog, away from its mutual response policies. By clandestinely training all sorts in black ops, they have clearly shown to be working for a neocon agenda.
    @nobody, don’t quiet get your guist, do you not think that Werritty’s machinations need exposing at full? Why should such open operators make a mockery of our foreign policy, put three fingers up to the existing arrangements, avoid MOD personel, etc.

    Ruth, it would explain the tremendous support Chloe had in her by election, she was willed on by some 300 helpers bussed in over the last two weeks and the Conservatives dropped 26 different leaflets within one month. We added them up to approx. 6 tons of election material. Chloe is groowmed alright but sadly has suffered a ‘Beckham’ wednesday evening, she ‘darted about’, her own words, and fell awkwardly. She broke her metatarsal and will for the next few weeks be easily to spot by voters, for she will be darting about on crutches. I hope her foot, and head, recover soon.

    Nicely written, clear and easy to follow. There’s a sense (and there has been right from the beginning of your investigation) that ordinary folk in the civil service are very much on your side, and are unwilling to be party to another cover up.
